Not the same. They were not the same in Soviet times too. The worst are in Asian Republics except possibly for Kazakhstan major centres. Then regional Russia. Russian major cities have decent hospitals. Ukraine also has terrible health-care despite Kiev had a known medical school and specialists. Belarus invested plenty in the last 20 years into health-care. Not only cities but also towns have decent hospital in comparison to other republics. The Baltic states also have decent hospitals.

Rich people of Russia and Ukraine seek treatment in Germany or Israel. Poor people collect money through appeals seeking complex medical treatment abroad.

Belarus gets many doctors and nurses from Ukraine because of better pay and facilities. Our problem is that we are loosing the medical professional to the western countries where they get paid more.
