I’ve read similar story of an Israeli girl visiting Voronezh central hospital. She was shocked not only by the quality of the building but also by service and medical procedur she was offered. She was bleeding and needed to visit gynecologist. They could not get standard medical checks you will have done in a regular hospital. She called her doctor in Israel. Later, someone helped her to find a doctor in a private clinic.  She was a Russian speaker, so she wrote an lengthy story with pictures attached. It received wide-spread public support. The government of the city began an investigation.
