You have to show evidence that at least one of your parents (not grandparents or great grandparents) was born on the territory considered Croatia today. You also have to show evidence that at least one of your parents was declared Croat.  

This is required if you’re born in any other country outside of Croatia except Bosnia and Herzegovina. Croats born in Bosnia and Herzegovina automatically receive Croatian citizenship. 

Otherwise you’ll have to go through a 5 year naturalization process with involves living in Croatia, having proficiency in the language (written in Latin script), and not have gotten in trouble with the law. This also applies if you marry a Croatian citizen. 

Speaking of the Law, if you have a warrant out for your arrest somewhere that disqualifies you automatically :P
