Regarding the siege of Vukovar, and speaking from a purely tactical viewpoint,the JNA was garbage. Despite having the overwhelming manpower and the comparatively sophisticated weaponry they couldn’t get the job done for 88 days against little more than a town militia. It wasn’t until the Serb paramilitaries showed up did the city finally get overwhelmed and fall. The JNA lacked discipline (a number of deserters), purpose, or morale (something the defenders had). The ethics and morality of the Serb paramilitaries were disgusting but their tactics were far superior than that of the JNA.

I remember talking to a Serb a long time ago about it. This misguided soul actually believed that the defenders of the city were Serbs and that they were holding out for 88 days against a non-existent Croatian Army. lol
