Most of partisans in World War II in Yugoslavia were Serbs and most of the people killed by occupiers were also Serbs.

In absolute numbers, yes. However, relatively to the population, Slovenes had also a BIG percentage of anti-fascists, and by this I do not only mean the partisans. There were other paramilitary formations fighting the Germans, basically everyone except MVAC and Domobranci, who sold their asses to the axis as soon as they could.

And since this is a pan-Slavic forum, I won't go into details about the most pro-axis south Slavic nations, nor about their motivations for doing so…
