There’s no ethnographic records of “rusalki” in Bulgarian folklore, just the “rusalii”, which on top of that were believed to walk the Earth only during Rusalska week (and sometimes during Christmas), and they were treated pretty much the same as samodivi. People just generally didn’t make a lot of distinction between various mythological beings and often conflated them as ‘harmful scary powerful spirits’. Samodivi were sometimes related to aquatic environments too, although as said, more often to woods, mountains, fields and caves.

As for the Rosalia explanation imo that’s not very likely since it’s defining traits are quite different from those of Rusalska week and especially since there aren’t any preserved remnants of it in other, more “Roman” regions.
