As it seems, only real pomorje is pomorje meaning only the littoral zones were called pomorje. I reckon because the coast was often under foreign rule it needed a separate designation, Ragusa was a Valachian city for a long time with a high influx of Slavs, but under own jurisdiction, Venice also controlled much of the coast.
Hmm interesing. Well in Slovenia primorska was a term for duchies of Goriška, Istra & Trst which had sea. But nowday we just call them primorska and many people dont even know Goriška, Istra and Trst were seperate duchies and Free imperial port.
