Hardly; if somebody does not ratify something, the "voting" is repeated until the desired result is achieved  :)

True, that is how the EU absorbed Ireland. On the first vote, the Irish voted against it despite a ton of hyping in the media, but it was a close vote. So next year, they just kept it low key and the votes turned out just enough to secure Irish "ascension."
