I don't see this as a political issue.

I have two official languages in my country and it does not work.  If you want a job in the Federal Government or to become an officer in the armed forces, then you must speak French.  In theory, it doesn't sound too bad but in practice most of the Federal Jobs in my country are exclusively held by Frenchmen / Francophones from Quebec.    Sometimes it goes against common sense and we have Francophones who can barely speak English but apparently are hired just because they are fluent in French.

Something similiar would have occured in Latvia had this referendum been passed, a whole bunch of Russians would have been given exclusive access to Federal Jobs, not only within Riga but you would have a bunch of 'Ivans' getting pencil pushing jobs in the Latvian countryside because they are fluent in both Latvian and Russian.
