@aaaaa Yes, I understand that once you join the EU, you must maintain their austerity measures, which means you may get some EU funding, but in general the spending must be aligned to public budgets, and if the population is declining, it means that the state revenues fall and the state spending usually falls with it.  However, the Bulgarian Govt must be looking at initiatives to try and keep the youth within the country and to try and stimulate local investments in rural areas particularly?
