Of course Russia is less peaceful. North Korea is a controlled place, but even there things are starting to collapse. It is said to be like the Perestroika era there now. Full of corruption and bribery, many people becoming rich outside the state controlled aparatus. Crime is probably also rising there. These problems seem to be with all post-socialist or collapsing socialist states. If the North Korean state collapses it will not be surprising if crime levels become extremely high. Once I saw a Russian film about the Soviet Union set in the early 1980s as the whole thing was starting to fall apart around everyone. An absolutely horrible condition in which to live.
