Due to historical reasons Russia has a highly centralized system of state, especially in today's skewed economy of Russia, according to some data Moscow controls about 80% of all financial flows in the country. This is not surprising that the abnormally high concentration of super-rich people, even by European standards, causes higher prices for everything. While almost useless Moscow tries to imitate Europe (left image), real producing regions have the level of life with people on the right picture:
