Pretty much so. Similar circumstances in Ukraine despite statistics. People in Kiev speak in Russian . Many scientific or technical books are in Russian too. Exception is western Ukraine where nearly everyone speaks Ukrainian. The situation has changed in Ukraine in the last 25 years due certain legislations such as only Ukrainian as a state languages and promotion of Ukrainian language. This has not changed in Belarus as the state has two state languages. Ironically, most Belarusian speaking people in Belarus are Poles of Belarus.
