a Southern union (excluding Serbia for now, there would be no realistic way the other South Slavic nations would go in with Serbia at the time being).

Even without Serbia I think the outcome would be the same. If you take away Serbia that leaves 'the other half' of Yugoslavia in a state which means everyone would complain about the Croats and Zagreb dominating everything. Yugoslavia only existed in a peaceful way because of the government forcing a balance between Croats and Serbs. Heck , even Croats in Croatia today complain about Zagreb. A more realistic solution would probably be not to make super states but to further decentralize the states that already exist.
