Yugoslavia only existed in a peaceful way because of the government forcing a balance between Croats and Serbs. Heck , even Croats in Croatia today complain about Zagreb. A more realistic solution would probably be not to make super states but to further decentralize the states that already exist.

Good thing here is when the things start to corrode we won't be blamed for almost everything  ;D
