The National Guards' uniform is, generally, modeled after the uniform of 1st Bulgarian Legion, formed by Bulgarian revolutionary G.S. Rakovski in 1862 in Belgrade. These uniforms looked like this:


The design has changed a bit over the years, of course. As for the hat specifically: I think its prototype was a kind of kalpak – all traditional hats are called this way in Bulgaria, yet they have very different shapes in different regions. This particular hat, which is somewhat similar to Serbian šajkača and your polhovka, could originate from something like this:


But I really have no clue what the exact origin is or when it was established as a part of the uniform.
