Note that it's in English. I don't know Russian (or any other Slavic language) well enough to translate it.

I'm still working on developing my vocabulary in order to translate this, though, so I'd prefer if this goes untranslated for now, haha.

Note that this is not reflective of any potential draft in reality and is in fact merely reflective of my beliefs.

I have a hobby of writing constitutions. This is a slightly modified version of my "Nukian Constitution".

I couldn't decide on a spelling for "Czar"/"Tsar" so I decided to just use "Emperor".

And, last but not least, I plan on making some other versions of this, too.

Preamble: The constitution of the Slavic Federal Empire is the high law of it and all occupied territories. It overrules any opposing law. It regulates the entire structure of the government.

Article I – Legislature of the Slavic level of government: 

The Senate: A house of legislature elected by the people. Upon a majority vote here, a law will advance to the Congress. Their terms are two years long. Each State receives one representative per two hundred and fifty thousand citizens.

The Congress: This house of legislature is elected by the state governments. Two representatives per state. It sets its own rules in regard to passing bills. It can override the President's veto with a 65% vote.

The powers of the Slavic Legislature include:

  • Expanding and maintaining Imperially owned civilian infrastructure.

What does legislature have to do with infrastructure?
I suggest the funding comes from one-time initiatives, like bonds instead of permanent tax and tolls should pay for maintenance.

  • Overriding the President's veto, as stated above.
  • Coining money, regulating monetary value, and setting Slavic units of measurement.
  • Monitoring commerce between Imperial Divisions.
  • Settling disputes between different state governments.
  • Governing the Colonial Territories of the Empire.
  • Approving the Councilors of Constitutional Enforcement.
  • Article II – The Emperor: The Monarch and Symbol of the Unity of the Entirety of the Slavic Federal Empire, he commands the entire Slavic Military and serves as Head of State. He also gets all external affairs and treaties under his command. This includes the declaration of war, the acceptance and signing of treaties, and all other external affairs. He serves until death or resignation. The Emperor's successor is a close relative who runs for office. If the popular vote is won, then the Emperor is selected. If no one wins the popular vote, the Emperor will be decided by a runoff election out of the top two candidates.

    Article III – The High Council of Constitutional Enforcement: They can eliminate those bills who go against the existence of the constitution and serve as head law enforcers of the constitution by a majority vote among themselves. Their terms are until death or resignation. They are appointed by the Emperor and approved by the majority of the Legislature.

    Article IV – The Departments: They advise and assist the Emperor and President as their cabinet. At the start, the cabinet positions will be as follows:

    • Ministry of Military
    • Ministry of Foreign Affairs
    • Ministry of Immigration

    Not needed.

  • Ministry of Law Enforcement
  • Ministry of Finance
  • Ministry of Heritage
  • Not needed.This is the prerogative of religious institutions.

  • Ministry of Census
  • Pay an independent institute or a university and they'll gladly do it for you.

    Article V – President: He serves as Head of Government, and can veto the Legislature. This can only be overruled by a 65% vote by the Legislature. Elected directly by the people and only by the majority's decision. He also enforces laws for criminals who escape their state or other division. In addition, he maintains the ability to coordinate military operations performed cooperatively between different state militias.

    Article VI – Admission of new states: Once a Colonial Territory reaches a certain amount of citizens, designated by Congress, but with a lower limit to this designation placed at two hundred and fifty thousand, they can make a state constitution via referendum. Then the Senate approves them with a 75% vote. Then, the new State Government is elected, and they shall appoint and elect their Imperial Representatives.

    Article VII – The divisions of the government, their powers, and the types of the divisions.

    • Empire – The Slavic Federal Empire itself. It maintains rights stated to be controlled by the government as stated in the other articles.
    • Member State – A sovereign entity that makes its own laws and maintains all rights not maintained by the Empire within its own borders. They receive Legislative representation. Able to maintain defensive military forces for the putting down of uprising.
    • Colonial Territory – Colonial territories are managed by the Senate. The Senate can send them through the statehood process.

    Article VII – Bill of Rights:

    • All Citizens of the Slavic Federal Empire are given freedom of speech.
    • All Citizens of the Slavic Federal Empire have the right to possess a gun.

    I think enrollment into local militia groups and yearly training should be mandatory. Make buying of weapons and ammo tax deductible expenses.

  • All Citizens of the Slavic Federal Empire are guaranteed Life, Liberty, and the Pursuit of Happiness.
  • This is just pompous bul****, imo.

  • Crimes are only punishable if done after laws making it illegal have been already passed.
  • Also, laws should be trimmed as much as possible after the engineering principle – it's perfect when you can't take anything away, not when you can't add anything to it. For example, there should be no safety laws.

  • All those in jail or prison have their Constitutional Rights suspended until the end of their time in jail or prison.
  • That's kind of self explanatory, but I don't like prisons in principle. Short-term work camps, corporal punishment and ultimately execution is a better alternative. I would also prefer if this was a decentralized system with major population centers having their own police and corrections facilities. Petty crime shouldn't be the concern of the central government.

  • All Citizens of the Slavic Federal Empire are given the right to privacy.
  • Not needed. Remove that ability altogether by not creating a branch of the government tasked with snooping on people.

  • All Citizens of the Slavic Federal Empire are given the right to a fair trial.
  • I'd prefer to omit that too. Unless you wanna define "fair" too.

  • All Citizens of the Slavic Federal Empire have the right to keep their property, which is theirs and cannot be stolen, neither by Government nor by fellow Citizenry.
  • Right to property and the present and future well-being of the citizens should be basically all of the law.

  • All powers not specifically designated to the Imperial Government are held by Member States.
  • Why stop there, though? All powers which can effectively be relegated to smaller unit of authority, should be. That way you minimize corruption and power creep.

  • Neither Member States Nor Colonial Territories may ever leave the Empire.
  • I disagree with that. This will mean certain civil war when for one reason or another a territory decides to secede. If thing are that bad, it's already too late imo.

    Articles XI – Finances: There is a Bureau of Taxation within the Finance Department that makes taxes. It takes the costs of the Federal government and uses a maximum 15% income tax to pay for it. No debt is allowed except in emergencies declared by the Senate, Czar, and divisions. States are not allowed to hold debt. Maximum public debt to GDP ratio is five percent.

    I think that is too restrictive. Whatever works best for the particular situation should be the rule of thumb.

    Article X – Miscellaneous Provisions:

    • The Capital is going to be constructed on State-Neutral Territory on an Artificial Island in the Black Sea.

    Who will pay for that extravagant idea?

  • The official languages of the Slavic Federal Empire are Russian, Polish, and Yugoslavian.
  • There will be blood, then :)

  • There is to be an Imperial Census every five years to find the following at minimum:
    • The exact population of the Empire.
    • The exact population of every Division.
    • The exact land area of the Empire and all divisions.
    • The exact population of every town and city.
    • The center of the population of the Empire.
    • The exact religious and ethnic composition of the Empire and all divisions individually.
    • The exact amount of representatives for every state.
    • The exact GDP of the Empire and all divisions individually.

  • What are you planning to do with the data?

    Article XI – Imperial Law:

    • All Imperial Laws must be listed in the Constitution and can only be altered via amendment.
    • The murder of unborn children is illegal. Life is regarded to begin at conception.

    This is a gray area that the law best stay out of. Again, this is a prerogative of the church.

  • Slavery is illegal.
  • Laws protecting the well-being of the citizen should cover that. This is what I mean by "avoid getting into specifics" – "thou shalt not hit thy neighbor over the head with a hockey stick on a sunday" is unnecessary if you have "thou shalt not harm thy neighbor".

  • All Socialist policies are banned with exemption for those which are deemed required for society to survive.
  • Sounds like "socialist policies are banned except when they aren't" …
    At the local level you shouldn't care what they do with their money. If citizens know where their taxes are going and have control of it they can build communist communes if they so desire. Just as long as they're not doing it with other people's money. This should have the added bonus of creating a sort of a marketplace for ideas where the best ideas win.

    • There is to be no form of safety net provided by the government.

    Central government for sure.

  • There is to be no government healthcare system on any level.
  • ditto. See above. If they want to do it at the local level, let them pool their resources, donate to charity or whatever.

  • There is to be no public education.
  • No goverment mandated education and no ministry of education, certainly.

  • Corruption is illegal with a death penalty for politicians and leaders on all levels of the Government.
  • Agree. With greater power should come greater responsibility. Carrot and stick.

  • The counterfeiting of the currency of the Empire is illegal.
  • You're getting into minutae again. This is theft, property is protected. Therefore it's already illegal.

  • Any group deemed a threat to National Security and Safety by the Emperor and President, with permission from the High Council of Constitutional Enforcement, is to be eliminated.
  • Terrible idea. There should be a procedure for that.

    Article XII – Amending: A ninety-five percent vote of the Legislature plus Emperor Approval can create an amendment, with the Member States possessing the capability to veto it if over five percent disagree.
