Ukraine is listed in this section about Turkish Coffee in Wikipedia. Russia is not, but I am not surprised since they are mostly tea drinkers.

Ukraine

In Ukraine, Turkish coffee is called "Turets’ka kava", which means "Turkish coffee". Lviv is well known for its coffee culture, and authentic Lviv-style coffee is prepared in the Turkish manner using a Cezve, sugar, cinnamon, cloves and cardamom.

Yes, in Lviv city, where there are many tourists and many restaurants. ;)  Coffee anywhere in Ukraine is a recent development. The average Ukrainian is not drinking coffee on a regular basis. One reason that the modern coffee craze hasn't taken hold in Ukraine is that coffee is much more expensive than tea.

Again, I don't know any Ukrainians who drink Turkish-style coffee or even know how it is prepared. :)
