if it’s really Ikac and not Tkac (which does mean ‘weaver’ as the others have already mentioned, at least in Polish, Ukrainian and Russian), it could be a name from the Lemkivshchyna region in Poland (and there are Lemkos in Ukraine, too)
an Ikach is even mentioned here, but it’s a first name (we know that first names easily become family names though) https://uk.wikipedia.org/wiki/Котань
beyond that, ікач could mean ‘hiccups’ or ‘one who has hiccups’ in Ukrainian, and could well be a nickname-turned-last name for someone who, say, liked wine a little too much
