It was a Normans state in East Europe founded in 862 with capital in Novgorod. Then capital was moved to Kiev in 882 year. It was not neither Russia nor Ukraine and it was not completely Slavic (Normans were the rulers).

Buy the way Bulgaria founded in 681 was not initially a Slavic too (it was a Turkish state).

So if we will take into account non Slavic states on the territory of modern Slavic countries we have to consider Ostgothic Kingdom on the territory of today Ukraine (it looks like that all ProtoSlavs lived in this state under the rule of Goths as they lived later in Normans or Bulgarian states), it was founded in 2nd century AD.
