    You probably mean the new Coat of Arms. Spot the difference.

    There are two main types of crown: royal and prince (noble). Royal crown is closed with arch and cross on top of it. Prince crown is open. On Serbian coat of arms you have royal crown that symbolizes royal power (crowned and anointed by God… more by pope :) ). Nowadays it is more a heraldry symbol… but it could have secret meaning. For example Polish coat of arms and it "devolution":

    Current coat of arms – prince crown again.

    So as you can see Polish eagle was crowned as a royal eagle and connected to Polish Kingdom. After some time in strange circumstances our eagle become prince… so this was first demotion. Polish Government on Exile brought back royal crown… but communists de-crowned polis eagle. History has been falsified… we ware no kingdom anymore. And nowadays we just a small princedome in Europe… Heraldic symbols are important because they are connected to the past and national pride and identity.

    One can say Serbia is in the course of restoring itself after communism. The hereditary Crown Prince Alexander II Karađorđević already resides in Serbia, in the Royal Palace. According to the poll in 2011, carried by a Serbian middle-market tabloid Blic (from the same Swiss group that owns the Czech Blesk and Slovakian Novy Čas), 64% of Serbians support restoring the monarchy.

    In my opinion it is only the matter of time.

    An interstellar empire of course. :)

    To be an empire a state has to have politico-military dominion of populations who are culturally and ethnically distinct from the imperial (ruling) ethnic group and its culture. Therefore no, Serbia would be a kingdom or monarchy. Serbia was only once an empire in the Middle Ages, when it incorporated Greeks and Bulgarians into its dominion.
